The NHS-Changes, Challenges and Current Issues

Hugh Ross

Hugh Ross is currently the Programme Director, Bristol Health Services Plan, a member of the NHS Modernization Board and has just been appointed as Chief Executive to the Cardiff and Vale NHS Trust, Wales which is the third largest NHS Trust in the UK. Prior to that Hugh was Chief Executive of the United Bristol Healthcare NHS Trust since October 1995 until January 2003. It is one of the largest hospital and community service NHS Trusts employing 7500 staff with 9 hospitals and a turnover of some ₤200 million per annum. The Trust is the major NHS teaching and research centre for the South West of England with a catchment area of over 3 million people for its specialist services. Hugh led the United Bristol Healthcare NHS Trust after the major adverse event and through the Bristol Inquiry. Hugh joined the NHS as a graduate trainee in 1976, working in the Wessex Region. This was followed by a series of posts in London at Westminster and St Bartholomew’s Hospitals, leading to his appointment as Unit General Manager of the City Unit in Coventry in 1986. This unit became a pioneer of waiting-list initiatives in the late 1980’s, undertaking work for a number of Health Authorities in the West Midlands. Hugh became the Unit General Manager of Leicester General Hospital in 1990, subsequently becoming its first Chief Executive with the granting of Trust status in 1992. Leicester General was one of the pioneers of the Trent Region’s SIGMA quality programme which paved the way for major re-engineering projects in the NHS.
